Memorandum of Opinion and Order For the reasons set forth within, the Petition for Writ of Habeas Corpus is denied and this action is dismissed pursuant to Rule 4 of the Rules Governing Section 2254 Cases. Petitioner's Motion to proceed in forma pauperis is granted. (Related Doc # 2 ).
