Memorandum Opinion: Defendants' unopposed motion for judgment on the pleadings is granted in part and denied in part. (Doc. No. 12). Defendants Benton-Carrol-Salem, Parmigian, and Spurlock are granted judgment on all claims. Defendant Exlos-Raber is granted judgment on the § 1983 Due Process Clause, Title VI, and negligent hiring, training, and supervision claims; he is denied judgment on the § 1983 and independent Equal Protection Clause claims.
