Filing 8 Memorandum Opinion and Order: Plaintiff's Application to Proceed In Forma Pauperis (Doc. 2) is denied and this action is dismissed, without prejudice, under 28 U.S.C. § 1915(g). The Court certifies, pursuant to 28 U.S.C. § 1915 (a)(3), that an appeal from this decision could not be taken in good faith. If Plaintiff wishes to proceed with this action, he must pay the entire filing fee of $400 within thirty days of the date of this Order, and then file a Motion to Reope n the Case. The Clerk's Office shall not accept for filing any further documents, including a Motion to Reopen the Case, unless the filing fee is paid in full.
