FINDINGS OF FACT and CONCLUSIONS OF LAW - The court having found that plaintiff Angel Alcantar Lopez has established that he was born in the United States and is a United States citizen entitled to a United States passport, the court HEREBY ORDERS th at the Departement of State shall issue to Lopez a United States passport as soon as practicable but not later than ninety (90) days of the date of entry of this Order.
