Filing 11 ORDER: Plaintiff's Motion for Appointment of Counsel #8 and #10 are DENIED. There is no constitutional right to counsel in a civil case. United States v. 30.64 Acres of Land, 795 F.2d 796, 801 (9th Cir. 1986). Although the Court has discretion to request volunteer counsel under 28 U.S.C. 1915, there must be exceptional circumstances. Wood v. Houseright, 900 F.2d 1332, 1335 (9th Cir. 1990); Wilborn v. Escalderon, 789 F.2d 1328, 1331 (9th Cir. 1986). Here, in looking at Plaintiff's likelihood of success on the merits and his ability to articulate his claim in light of the complexity of the legal issues involved, the Court declines to appoint volunteer counsel. Wood, 900 F.2d at 1335-36; Wilborn, 789 F.2d at 1331. Should Plaintiff wish to proceed with this case, the amended complaint must be filed by October 7, 2022. Ordered by Judge Marco A. Hernandez.
