Filing 2 ORDER. The above-referenced case is REASSIGNED to Judge Cathy Bissoon, and Magistrate Judge Lisa Pupo Lenihan no longer is assigned to case. In addition, the case is DISMISSED, consistent with the vexatious-litigant Orders entered in Civil Action Nos. 15-1400 and 15-1385, as expanded in Criminal Action No. 15-174. As Plaintiff should be well-aware, the vexatious litigant Order specifically has been expanded to encompass purported "next friend" petitions, like this one, and it, in fact, governs "all filings made by Mr. Banks, in his name or under his known alias(es), whether on his behalf or on behalf of anyone else." See Doc. 137 in Criminal Action No. 15-174. The ONLY carve-out from the vexatious litigant Orders is Mr. Banks's active criminal matter, see Crim. Action No. 15-168 (W.D. Pa.), because any decisions in that matter are reserved for the presiding Judge. Finally, as Mr. Banks has been expressly advised, "any submission made by him, on his own behalf or on behalf of any other existing or putative litigant, that is not in compliance with the Vexatious-Litigant Order, as... expanded, will be returned to him, unfiled, at the return-address provided on the envelope-of-submission." The filing of the instant petition was, frankly, made in error; and all future submissions not in compliance with the vexatious litigant Orders will be returned, unfiled.
