Should Plaintiffs refile the Motion, their supporting brief should contain relevant legal authority and evidence of both their likelihood of prevailing on the merits and the irreparable injury they stand to suffer in the absence of a stay. See Ok Han v. United States, 1988 WL 134661, at *2 (E.D. Pa. Dec. 13, 1988); see also Morgan v. Ragan, 46 F.Supp.3d 52, 63 (D.D.C. 2014) (Finding plaintiff failed to show irreparable injury where he provided "no proof for [his] statements beyond his bare allegations.").
