In this district, all documents must be filed in English or accompanied by a certified English translation, as required by 48 U.S.C. 864 and Local Civil Rule 5(g). Plaintiff shall file a complaint in the English language. The complaint must specify the basis for federal subject-matter jurisdiction. See U.S. ex rel. Ondis v. City of Woonsocket, 587 F.3d 49, 54 (1st Cir. 2009) (stating that federal courts are courts of limited jurisdiction and, thus, the party asserting jurisdiction has the burden of demonstrating its existence by a preponderance of the evidence.).
