TEXT ORDER: Plaintiff's Application to Proceed without Prepayment of Costs #2 is DENIED without prejudice. 28 U.S.C. 1915(a) requires: "any court of the United States may authorize the commencement, prosecution or defense of any suit, action or proceeding, civil or criminal, or appeal therein, without prepayment of fees or security therefor, by a person who submits an affidavit that includes a statement of all assets..." Because the Plaintiff has not submitted an affidavit and not included a statement of his assets, the Court cannot grant his motion. Plaintiff shall file the necessary affidavits and list of assets on or before September 30, 2020 or the Court will dismiss this matter - So Ordered by Chief Judge John J. McConnell, Jr. on 9/16/2020.
