ORDER: The Court finds substantial evidence in the record supported the ALJ's decision and therefore, ADOPTS the Report 12 . Plaintiff's Motion 6 is DENIED and decision of the Commissioner is AFFIRMED. The Commissioner's Motion t o Stay Because of Lapse of Appropriations 14 is TERMINATED AS MOOT.
