REPORT AND RECOMMENDATION re 72 MOTION to Intervene filed by State of Tennessee, 65 MOTION to Intervene, ADD TWO DEFENDANTS, AND STAY THE SUIT FOR 90 DAYS filed by United State of America. For the foregoing reasons, the Magistrate Judg e RECOMMENDS that the United States' motion to intervene, add two defendants, and stay the suit for 90 days (Doc. No. 65) and the State of Tennessee's motion to intervene (Doc. No. 72.) be GRANTED. Any party has fourteen days after being se rved with this report and recommendation to file specific written objections. Failure to file specific objections within fourteen days of receipt of this report and recommendation can constitute a waiver of appeal of the matters decided.
