December 21, 2020 Opinion or Order Filing 3 ORDER: Orlando Dean Hobbs, a federal inmate currently confined in a residential re-entry center in Nashville, Tennessee, has filed a petition for the writ of habeas corpus under 28 U.S.C. 2241. The petition, however, was not accompanied either by the required $5.00 filing fee, or by an Application to Proceed in District Court without Prepaying Fees or Costs. The Clerk is DIRECTED to send the petitioner a blank short-form Application to Proceed in District Court without Prepaying Fees or Costs and a copy of Administrative Order 93. Within 30 days from the date of entry of this order on the docket, the petitioner MUST submit to the court either the $5.00 filing fee or the completed application. The application must include a certificate from the warden or other appropriate officer of the place of confinement showing the amount of money or securities that the petitioner has in any account in the institution. Rules Gov'g 2254 Cases 3(a)(2). The petitioner's submission (whether he pays the fee or submits the application) must reflect the docket number assigned to this matter (3:20-cv-01077).
