ORDER DISMISSING CASE: For the reasons discussed in the accompanying Memorandum Opinion, the Complaint is DISMISSED WITH PREJUDICE. Silva is CAUTIONED that ongoing vexatious behavior, including the filing of repetitive or frivolous complaints, will subject Silva to sanctions including appropriately-tailored filing restrictions. This is the final Order denying all relief in this case. The Clerk SHALL enter judgment. Fed. R. Civ. P. 58(b).
