The sanction order was originally filed in: 5:16-CV-003, which incorporates the sanction in 5:15-CV-138, and states: Plaintiff may not file a complaint or any other civil action unless and until he (1) provides proof that plaintiff has paid the $100.00 sanction previously imposed against him, or (2) obtains advanced written permission from a United States District Judge or Fifth Circuit Judge expressly authorizing the filing of such lawsuit or civil action. That order prohibits the filing of a case, so the number assigned to this closed matter remains for indexing purposes only.
