The Clerk of Court shall docket the $20.00 sent in with his complaint as the first payment toward fulfillment of the sanction. Otis Rudd will not be permitted to file any civil action in this Court, including any action sounding in habeas, until the sanction is paid in full or unless he has advance permission to file from a federal judge. Original documents sent to this Court by Rudd or by his friends or family members on his behalf will be retained by the Clerk of Court and are not to be sent or returned to him or to anyone else.
