Filing 13 REPORT AND RECOMMENDATIONS that Brown's claims challenging his retaliation convictions be dismissed without prejudice to refile once the conditions of Heck are met pursuant to 28 U.S.C. § 1915(e). It is further recommended that Plaintiffs claims challenging his parental rights or the custody of his children be dismissed without prejudice for want of jurisdiction. It is finallyrecommended that Plaintiffs request to file criminal charges against the defendants be dismissed with prejudice for failure to state a claim upon which relief can be granted pursuant to 28 U.S.C. § 1915(e).
