REPORT AND RECOMMENDATION: that Plaintiff Jorge Gutierrez's habeas corpus claims be dismissed without prejudice and Plaintiffs' remaining federal claims be dismissed with prejudice as frivolous pursuant to 28 U.S.C. § 1915(e). It is further recommended that the Court decline to exercise supplemental jurisdiction over Plaintiffs' state law claims and deny Plaintiffs' 3 Motion to Transfer Venue. Signed by Judge Andrew W.
