REPORT AND RECOMMENDATIONS that Williams federal constitutional claims be dismissed without prejudice to refile once the conditions of Heck are met. Alternatively, it is recommended that Williams' federal constitutional claims against Travis County be dismissed for failure to state a claim upon which relief can be granted.
