ENTRY ORDER adopting 48 REPORT AND RECOMMENDATION recommending that Petitioner's 5 PETITION for Writ of Habeas Corpus and 40 MOTION for Transport Order be denied and denying as moot 57 MOTION for Preliminary Injunction and 60 MOTION f or Summary Judgment.
