No. 5], plaintiff's Application to Proceed in District Court Without Prepaying Fees or Costs [Dkt. No. 2] is DENIED as moot, and it is hereby ORDERED that this Complaint [Dkt. No. 1] be and is DISMISSED WITH PREJUDICE to make it clear to the plaintiff that he may not continue to file FTCA claims against state officials (see Order for further details).
