Upon review, the Court ORDERS Webb, no later than October 30, 2020, to file: (1) an in forma pauperis application or remit the filing fee for a civil action; (2) a Ghostwriting Form; and, (3) an Amended Complaint, which outlines in simple and straightforward terms why he thinks that he is entitled to relief and why the Court has jurisdiction over his case (please see Order for additional information.) The Court hereby ORDERS that the Clerk shall provisionally file the proffered Complaint; and it is further ORDERED that, no later than October 30, 2020, Webb shall file an Amended Complaint, with a Ghostwriting Form attached, which outlines in simple and straightforward terms why Webb thinks that he is entitled to relief and why the Court has jurisdiction over his case.
