FINDINGS OF FACT AND CONCLUSIONS OF LAW signed by Judge Percy Anderson. For the foregoing reasons, the Court concludes that Noble House has failed to establish that the defendants findings were arbitrary, capricious, or unsupported by substantial evidence. The Court therefore finds that the determinations made by USCIS and the AAO are supported by substantial evidence and were not arbitrary, capricious, an abuse of discretion, or otherwise not in accordance with law. Accordingly, the Court will enter judgment in favor of the defendants. Refer to document for details of the Court's order. (pso)
