Because plaintiffs refer to no more than a "contemplated petition for certiorari" and seek a stay "until the time for Plaintiffs to file such a petition has elapsed," it appears that the plaintiffs have yet to decide whether they will file a petition for certiorari. Even if the plaintiffs decide to file a petition for certiorari, the Supreme Court very rarely grants such petitions. The Court declines to enter a stay based on the highly speculative and unlikely possibility that the Supreme Court will grant review.
