Petitioner's traverse, is any, is due 30 days thereafter. Clerk shall serve a copy of this order t ogether with a copy of petitioner's application for writ of habeas corpus on US Attorney. This matter is referred to the Federal Defender for determination of whether petitioner is financially eligible for appointment of counsel. Clerk is direct ed to send the Federal Defender a copy of the courts IFP form to be completed by the petitioner. Federal Defender shall, w/i 15 days, report to the court in writing regarding financial eligibility. Clerk shall serve a copy of this order on Carolyn Wiggin, AFD.
