Taylor and PARTIALLY GRANTING/PARTIALLY RESERVING RULING ON 15 "Motion for Appointment of Counsel" (and Supplemen tal 2255 Claim Based on Johnson v. USA): For the reasons throoughly explained in the attached Order, the Court DENIES Taylor's amended 2255 petition in its entirety (Doc. 8), GRANTS the part of Taylor's 10/26/15 motion (Doc. 15) seeking ap pointment of counsel (APPOINTING the Federal Public Defender's Office for the Southern District of Illinois to assist Taylor as to one supplemental Johnson-based 2255 claim ONLY), and RESERVES RULING on the remainder of Taylor's 10/26/15 mo tion (Doc. 15) (the part which presents a supplemental 2255 claim based on Johnson). The Court ORDERS BRIEFS filed by the schedule set out in this Order (USA to respond to Doc. 15 by 1/22/16, and Taylor's counsel to reply by 2/22/16). Bri efs should address effect of Section 2255 waiver contained in Taylor's plea agreement on any Johnson claim (if Taylor has a viable Johnson claim). Clerk's Office to send copy of Administrative Order 176 and this Order to Petitioner Taylor, as well as to Federal Public Defender Phillip J. Kavanaugh. Clerk's Office to adjust set deadlines herein.
