Filing 29 MEMORANDUM AND ORDER granting in part and denying in part 23 Motion to Dismiss for Failure to State a Claim. The following claims are hereby dismissed for the reasons stated in this memorandum: (1) State law claim of false imprionment in Count4; ( 2) claims against the individual officers in their official capacities; (3) intentional infliction of emotional distress based upon the city's failure to identify the officers in Count 8; (4) claims against the City of Wichita in Count 2; (5) the claim in Count 3; and (6) any claim of punitive damages against the City.
