Because petitioner has not made a substantial showing of the denial of any constitutio nal right, the Court will not issue a certificate of appealability. The Court certifies, pursuant to 28 U.S.C. § 1915(a), that any appeal from this judgment denying the petition would not be taken in good faith. Respondent shall serve a copy o f this Memorandum and Order on petitioner and file a Certificate of Service by no later than August 3, 2011.
