For the foregoing reasons herein, Defendants' motion to dismiss is GRANTED as to all of Counts I, II, III, IV, and V, and these counts are dismissed with prejudice. The Court declines to exercise supplemental jurisdiction over Counts VI and VII, and those claims are therefore dismissed without prejudice. This resolves Docket Nos. 192 & 199.
