Filing 20 OPINION AND ORDER. Because it lacks jurisdiction, the Court must dismiss this action. The Court is not insensitive to the serious allegations made by Plaintiff. But federal courts "possess only that power authorized by Constitution and statute," Kokkonen v. Guardian Life Ins. Co., 511 U.S. 375, 377 (1994), and this Court may not expand its jurisdiction beyond those bounds. Accordingly, the Clerk of Court is directed to terminate this case. (Signed by Judge Andrew L.
