Citigroup Global Mkts., 2014 WL 2486793, at *7 (internal quotation marks omitted ). Accordingly, the Court grants Plaintiff's Motion to approve the Consent Decree as a final judgment in this case. See id. ("Absent a substantial basis in the record for concluding that the proposed consent decree does not meet these r equirements, the district court is required to enter the order."
