MEMORANDUM DECISION and ORDER: It is hereby ordered Plaintiff must within thirty days cure the Complaint's deficiencies noted in the order. The Clerk's Office shall mail Plaintiff a copy of the Pro Se Litigant Guide with a f orm complaint for Plaintiff to use should he file an amended complaint.
