All claims against Defendants Spokane County Regional Anim al Protection Service (SCRAPS) and Officer Faylor are dismissed. Plaintiffs intentional infliction of emotional distress and negligent misrepresentation claims are dismissed. Defendants Motion as to all other claims is DENIED. Plaintiff is GRANTED leave to file an amended complaint within thirty (30) days of the entry of this order.
