It is DECLARED that defendants violated plaintiff's First Amendment and Fourteenth Amendment rights by confiscating the affidavit plaintiff sent to Wheeler and by punishing him for possessing that affidavit. Defendants are ordered to expunge plaintiff's prison records of the conduct report he received for allegedly violating DOC § 303.20.
