FINAL ORDER For the reasons stated in the memorandum opinion entered contemporaneously herewith, the court OVERRULES the plaintiff's objections, ADOPTS the magistrate judge's report, and ACCEPTS her recommendation. Because the plaintiff failed to pay the filing and administrative fees of $402.00 at the time he commenced this action, the court DISMISES this action WITHOUT PREJUDICE.
