ORDER that the Court does not have subject matter jurisdiction over this action because Pro se plaintiff Yolanda Carter did not exhaust her administrative remedies before she filed her lawsuit. Pro se plaintiff Yolanda Carter therefore wishes to pursue an administrative claim. Therefore, consistent with the discussion during the Telephone Conference held on August 16, 2018, the Court hereby DIRECTS the Clerk of Court to substitute the United States of America for Dr. Bradley P.
