ORDER - For good cause shown, the Magistrate Judge WITHDRAWS his February 27, 2023, report recommending dismissal of this case (Doc. #7 ). As set forth above, Rowell filed an application to proceed in forma pauperis and a certified copy of his jail or prison account statements (Doc. #8 ). It is ORDERED that the application is GRANTED. If he wishes to continue this action, the Rowell is ORDERED to sign the attached Prisoner Consent Form and return it to the Clerk of Court, together with a check in the amount of the initial partial filing fee within 30 days.
