Filing 78 MEMORANDUM OPINION AND ORDER - The court SUSTAINS Mr. Matthews' objections to some of the facts described by the magistrate, but OVERRULES all other objections. The court has modified the report as set out above, but ACCEPTS the recommendation t o grant summary judgment to Mr. Saltzman. Because Mr. Saltzman is entitled to qualified immunity, the court WILL ENTER SUMMARY JUDGMENT in his favor and against Mr. Matthews on the excessive force claim.
