ORDER - Because the plaintiff is a prisoner, his application to proceed in forma pauperis is governed by the provisions of the Prison Litigation Reform Act. One of the provisions of that act requires this court to assess and, when funds exist, collect the filing fee via deductions from the plaintiffs prisoner account. 28 U.S.C. 1915(b)(1).
