ORDER that Cost's claims be SEVERED from Bailey's claims. Bailey's claims will remain pending in Case No. 5:21-cv-1409-CLM-GMB while the court DISMISSES Cost's claims from that action without prejudice. The court DIRECTS the Clerk to make a copy of the petition, and to use that copy to open a new habeas corpus action pursuant to 28 U.S.C. 2241 for Cost.
