ORDER granting 14 Motion to Dismiss Counterclaim; granting 23 Motion to Appoint an Umpire ; granting 23 Motion to Compel; granting 23 Motion to Stay. Case shall be stayed pending appraisal. Stephen Scott is appointed as umpire to the party& #039;s appraisal proceedings if he agrees to the appointment.
