The Clerk of Court shall enter a final judgment accordingly. FURTHER ORDERED that a Certific ate of Appealability shall not be issued by this Court. This Court finds that Mr. Spires has not made the requisite "substantial showing of the denial of a constitutional right" specified in 28 U.S.C. §2253(c)(2).
