FURTHER ORDERED that Movant's Motion to Vacate, Set Aside or Correct Sentence by a Person in Federal Custody purs uant to 28 U.S.C. § 2255 is denied (Doc.# 151 in CR-02-01002-PHX-SRB). FURTHER ORDERED that a Certificate of Appealability and leave to proceed in forma pauperis on appeal is denied because Movant has not made a substantial showing of the denial of a constitutional right.
