February 17, 2017 Opinion or Order Filing 18 ORDER - IT IS ORDERED withdrawing the reference to the Magistrate Judge and granting Petitioner's Motion for Temporary Restraining Order and/or Preliminary Injunction (Doc. 10 ). Within 20 days, Respondents must provide Petitioner with a hear ing before an Immigration Judge with the power to grant him release on bond if the Immigration Judge determines that he qualifies for release under applicable law.
