Plaintiff may file an Amended Complaint that complies with Rules 8 and 10(b) and states a basis for this Court's jurisdiction no later than 21 days from the date of this Order. If no Amended Complaint is timely filed, the Clerk shall dismiss this action without further Order of the Court. Plaintiff's Motion to Appoint Guardian Ad Litem 5 is denied as moot.
