ORDER ADOPTING REPORT AND RECOMMENDATION- Petitioner's 31 objections are OVERRULED. IT IS FURTHER ORDERED that the 29 R&R is ACCEPTED as follows: Petitioner's 19 motion to amend is DENIED, Petitioner's 18 motion to dismi ss Grounds 1, 2, 3, and 5 is GRANTED. The 1 Petition is DENIED and DISMISSED WITH PREJUDICE.
