ORDER: A temporary stay of removal is granted. Respondents are enjoined from removing Petitioner Goldy Kumar (A215-888-585) from the United States pending further order of this Court. Petitioner's Motion for Temporary Restraining Order (Doc. #2 ) is denied. Respondents McHenry and Frazer are dismissed from this case. Respondents Barr, McAleenan, and Lucero shall have 30 days from the date of service to file a Response to Petitioner's Motion for Preliminary Injunction (Doc. #2 ) in accordance with this Order. Petitioner shall have 15 days from the filing of Respondents' Response to the Motion for Preliminary Injunction to file a Reply. Respondents shall have 30 days from the date of service to answer the Petition (Doc. #1 ). Respondents shall not file a dispositive motion in place of an answer without first showing cause as to why an answer is inadequate. Petitioner shall have 15 days from the filing of Respondents' Answer to the Petition to file a Reply. The Clerk of Court shall serve: (1) a copy of the Summons, (2) the Petition (Doc. #1 ), (3) the Motion for Preliminary Injunction and/or Temporary Restraining Order (Doc. #2 ), and (4) this Order upon the United States Attorney for the District of Arizona by certified mail addressed to the civil process clerk at the office of the United States Attorney pursuant to Rule 4(i)(1)(A) of the Federal Rules of Civil Procedure. The Clerk of Court shall also send by certified mail a copy of the Summons, the Petition, the Motion for Preliminary Injunction and/or Temporary Restraining Order, and this Order to the United States Attorney General pursuant to Rule 4(i)(1)(B) and to Respondents pursuant to Rule 4(i)(2) of the Federal Rules of Civil Procedure.
