ORDER: Plaintiff's Application to Proceed In Forma Pauperis (Doc. #4 ) is granted. As required by the accompanying Order to the appropriate government agency, Plaintiff must pay the $350.00 filing fee and is assessed an initial partial filing fee of $46.66. Plaintiff's Motion in Support of Complaint (Doc. #6 ) is denied as moot. The Complaint (Doc. #1 ) is dismissed for failure to state a claim pursuant to 28 U.S.C. 1915A(b)(1), and the Clerk of Court must enter judgment accordingly. The docket shall reflect that the Court certifies, pursuant to 28 U.S.C. 1915(a)(3) and Federal Rules of Appellate Procedure 24(a)(3)(A), that any appeal of this decision would not be taken in good faith.
