ORDER DISMISSING CASE: denying as moot Plaintiff's Request for Judicial Notice (Doc. #2 ). Plaintiff's Complaint (Doc. #1 ) is dismissed without leave to amend. IT IS FURTHER ORDERED that, because the Court found Plaintiff's federal claims lack merit because they are barred, the Court now certifies that any appeal would not be taken in good faith and thus Plaintiff is not entitled to proceed in forma pauperis on appeal.
