ORDER: Respondent's Motion to Dismiss 21 is denied as moot. The United States' Motion for Attorney Fees 30 is granted. Within 30 days of the date of this Order, Respondent Michael L. Higgins shall pay to Petitioner the United States the sum of $6,654.82, by delivering to counsel for the United States a cashier's or certified check made payable to the United States.
