ORDER: GRANTING #2 MOTION to Appoint Counsel. John Mills is appointed as counsel in this capital habeas corpus proceeding. IT IS FURTHER ORDERED that Petitioner's Application to Proceed In Forma Pauperis (Doc. #3 ) is GRANTED. IT IS FURTHER ORDERED that the designated Assistant Federal Public Defender shall file a notice of appearance or substitution with the Court within ten (10) days from receipt of this Order. IT IS FURTHER ORDERED that the Arizona Attorney General shall file a notice of appearance with the Court within ten (10) days from receipt of this Order. IT IS FURTHER ORDERED that the following procedures shall govern the briefing and resolution of this matter: A case management conference will be held on Monday, August 10, 2020 at 10:00 a.m., in Courtroom 5D of the Evo A. DeConcini United States Courthouse in Tucson. Non-local counsel may, if requested, appear by telephone. Any request to appear by telephone must be made at least ten (10) days prior to the scheduled conference. No later than Monday, August 3, 2020, the parties shall meet and confer and file with the Court a joint report addressing the statute of limitations, a proposed briefing schedule, and any other matter that may affect the filing of the Petition or efficient resolution of this matter. IT IS FURTHER ORDERED that the Clerk of Court send a copy of this Order either electronically or through postal mail to Lacey Stover Gard, Assistant Arizona Attorney General. IT IS FURTHER ORDERED that the Clerk of Court forward a copy of this Order to Petitioner Scott Douglas Nordstrom, ADOC #086114, Arizona State Prison Complex, Florence-Central Unit, P.O.
